iPad 4 Flickering Display,Blue Screen, Hang up, Hard to Power on

My recent purchased iPad 4 32GB white (February 15, 2013) encountered this problem; Display Flikering with Blue Screen after that hang up, so I tried turning it off by pressing home button and power button simultaneously, the device is turning off. Presing power buton to start again, the device wont start, so I need to press again the home button and power button simultaneously to turning it on, it works for 5 to 10 minutes after that the problem happened again. is there anyway can Apple support me to replace my iPad 4 by shipping because it took 3 to 4 hours travel to bring it to service center.
