Q: Headings and text wonky if near an image

I have an image-heavy ebook in Pages, and two things are bugging me:

 

1) I can't alter the heading <before spacing> in the Inspector>Text if the header follows an image. The header is placed immediately up against the image, and can only be changed if I add a hard return. Headers not preceded by an image can be altered easily, so it must be the nature of the image.

 

2) I have captions placed in various positions, either below or to one side of the image. Some of them are right up against the image, and some are spaced  further away. There appears to be no consistency, even tho' the captions are all formatted with the same before-and-after spacing. What gives? Again, the image seems to be the culpret, not the Style.

 

Any ideas? Maybe because of image wrapping?
