Did the iOS 6.1.3 help the battery drain issue.
The iOS 6.1.3 may have help with the problem. Is there anyone still having battery issue.

there isn't a single reason why people's batteries aren't lasting very long - it's due to several different things including apps that crash, over-active mail checking, etc. The iOS 6.1.3 update addressed an issue people in Japan were having with their maps, and it also addressed an issue where some people were able to bypass the passcode lock in order to the the phone app
But they say that there battery decrease because of the 6.1.2 if they are still have problem then you have to ask. How many app's they have, movies, songs, picture, etc... Open app's people don't understand that that a lot of there issue's was there but didn't come out until they updated to the 6.1.2
It never fails after each IOS update there has always been a complaint about battery issues.
You can do a search in the forum I've seen some since IOS 4.0 and on.
I've updated and have no battery issues.
I have no problems with the updates. But my devices are not overloaded like some people with 200 apps and not using some of them a 100 songs loads of pictures that will drain your battery.
The explanation of the bug fixes for iOS 6.1.2 was worded poorly in the description of the update. it meant that it improved battery issues associated with having an exchange account on your iphone, not a general improvement in battery life

I guess my phone is "overloaded". 2,000 pictures, 180 apps, and 8,300 songs. My battery life is excellent. Just why do you think static content should use battery energy?
Because they do. Open apps drains the battery, and if you don't know how to take care of the battery you going to have problem. I have no problems I get 10hr on the iPads and 5hr on the Mac Air sometimes more.

They don't on my phone. Open apps do NOT drain the battery, unless they are the rare exceptions that run background processes. If what you say is correct with my 8,300 tracks and 180 apps (and 5 email accounts bringing in about 200 messages a day) my battery life should be 5 minutes. But it isn't. Oh, and I don't close apps in the Quick Launch ribbon. I just let them accumulate. And I leave Location Services on all the time. And Notifications. And BlueTooth. And WiFi. And I leave the brightness on Automatic. And I get through the day on one charge. And I've been doing it for 5 1/2 years with 3 different iPhones. Don't spread myths.
You should get 10hr of surf time by the tech spec

What exactly do you mean by that?
If you mean an app that is literally open and visible on the screen, the power running the display consumes battery, as well as any other activities the app is doing (but keyword -- doing).
If you're referring to the apps you see in the tray when you double-tap the Home button, those are not actually running (except for some that are actually doing something like Pandora or a navigation app). Those icons are not consuming any resources, they're just available to re-start.
Here's the tech spec for the iPhone 5 (the 4S numbers are lower):
you should get UP TO 10 hours on WiFi, less on cellular data. If you never make a call, always use WiFi, never text, never listen to music and never watch videos or play games. And have an iPhone 5. My usage pretty much matches the spec.

As explained, background apps are not running, except for those that are actually doing something in the background like playing music or navigating you to a destination. All other apps are idle and not consuming battery, or memory.
