When I turn on iTunes it will not connect to the iTunes store or detect devices. When I try to reinstall or update I am told I am missing a required DLL. Any thoughts?

I uninstalled and reinstalled doing that, but I still cannot connect to the itunes store or detect devices

Is iTunes endlessly saying "Accessing iTunes Store"? Or is something a bit different going on?
yes exactly, it is still "accessing iTunes store" from 9 hours ago when I went to bed

With those symptoms, I'd try the following document:
Apple software on Windows: May see performance issues and blank iTunes Store
(If there's a SpeedBit LSP showing up in Autoruns, it's usually best to just uninstall your SpeedBit Video Accelerator.)
Awesome, the iTunes store is now working:) halfway there, I am still having the issue with it not detecting devices though.
