I guess I'm still confused on why its 'blocked'. Are you showing a red screen on your ipad with the word 'disabled'?

Or is there something else going on here?

You've lost me at this point. If you can restore the ipad via itunes on your computer you should not have to worry about which is the correct file, itunes will do that for you.

You may have to delete all current ipsw files from your computer.

If you are still having issues, then maybe DFU mode is in order.
