Cannot connect to iTunes store

I Iphone 4s has notified me that there is an app (Met Office Weather Application) update available. When I click to update, I get a message 'cannot connect to iTunes store'. Using the apps on my phone to connect to the iTunes store both seem to connect without a problems. I have uninstalled the app and now find i cannot reinstall it as the same 'cannot connect to iTunes store' comes up.

How can I resolve this issue?
