havinig issues after udating my iphone 4s

I updated my iphone 4s now it won't let me activate it. It keeps saying your iphone could not be activaded because the server is temporarily unavailable. Try connecting to itunes to activate.I tryed that and it still did not work. I tryed restoring it but it didn't help either. My phone has not been jailbroke.
