The device that is lost has to have had Find My iPhone service turned on in Settings > iCloud > Find My iPhone (Toggle ON) prior to being lost; that being said, iCloud had to have been also activated and signed into on the missing device.
If the above is true, then using another computer you go to iCloud.com > Sign in with the Apple ID/password used for iCloud on the missing device > Chose Find My iPhone web app button > All devices linked to that Apple ID will then be viewable on the map > Chose a specific device from the "Devices" Button (upper-left corner) > Then you can choose options > 1. Play a Sound ; 2. Lost Mode (lock with a passcode of your choice) ; 3. Erase iPhone (this wipes all data, last resort!!!)
Find My iPhone App: Download from the App Store onto any iOS device and repeat the instructions as seen above when you sign in with the same Apple ID.
**Important** For the device to be locatable or for the chosen option to take effect the device has to have a cellular or wifi connection, if it is not locatable using the "Lost Mode" option will alert you via e-mail when it does become locatable.
