I bought a second hand ipod 4 touch my other one just got stolen how do i get this passcode off and set it to factory?

Hi I bought a second hand ipod touch 4th generation it has a passcode on it I have tried to hold the on/off button and the home button for 20 sec but never goes to the plug and cord thing symbal I want to factory reset it my other I pod just got stolen a whole lot nicer one but dang this one was affordable please help thanks

Place the iOS device in Recovery Mode and then connect to your computer and restore via iTunes. The iPod will be erased.

If recovery mode does not work try DFU mode.

If you restore from iCloud backup the apps will be automatically downloaded. If you restore from iTunes backup the apps and music have to be in the iTunes library since synced media like apps and music are not included in the backup of the iOS device that iTunes makes.
