Oddly enough, it seemed to be about highlighting the regions (all), and nothing to do with a limit, or anything else. The share screen should be on file somewhere, and I don't know why they haven't shared the information, but it is totally possible to set the price to anything you wish.

It took about an hour, first with one support person, and then a manager who set up a screen share. I spoke with Kimberly at iTunes provider support, and then her manager - December 8, 2014.
I do remember that it didn't have anything to do with any of the things that were suggested by support in their initial responses. Sorry, I don't have more information.

They said to investigate my request and 2 days later I got the reply 'Your Books account has been approved to sell books at higher price tiers' So now I could set the price at tier 55.
