Why did Server 2.2.1 upgrade fail?

Had OS X Server 2 on OS X 10.8.3. Updated to Server 2.2.1 and lost: Users, Groups, and Profile Manager. I do have a Time Machine backup on an external FireWire Drive, so I suppose I will have to restore from that.
