Do you remember if your Mac came with DVDs or a USB drive? If your Mac came with DVDs and you haven't got them, call Apple to get replacement DVDs > http://support.apple.com/kb/HE57 Then, use the Applications Install DVD to reinstall iPhoto. You will need an external optical drive or another PC or Mac if you want to use Remote Disc.

If your Mac didn't come with DVDs, it's much easier. Just open the App Store, go to Purchases tab and download iPhoto for free. I recommend you to try this first

Are you sure you permanently deleted the application?

Have you looked in your applications folder or used spotlight to look for the application as you may have just gotten rid of it from your dock?

If you have completely rid of it you can use time machine to revert back to a previous session and your iPhoto library (all your content) will be there. If you download a new iPhoto app it might ask you to choose a new library which would be a blank iPhoto portfolio.

iPhoto came preinstalled on the Macbook Air so you can go to the App Store, look under Purchases and download it again. You'll have to log in to the App Store with the same Apple ID you used to purdchase the Air or register it.
