How can I get rid of my last 36 cents in my US iTunes account? I need to open an account where I now live.

If you can't spend it then you can try contacting iTunes support and ask if they can remove the balance for you : http://www.apple.com/support/itunes/contact/ - click on Contact iTunes Store Support on the right-hand side of the page, then Purchases, Billing & Redemption
