Mail 5.3 is not downloading all avaiable emails from Verizon Webmail

The IMAP protocol replicates folders but the POP protocol only downloads the contents of the server's Inbox to the clients Inbox.
If you use POP but have messages in folders on the server you could move all messages (via web or other means) to the server's Inbox to download via POP protocol
IMPORTANT:
Some POP clients have default settings which delete from server without warning either initially or a few days later - typically 14 days. Find these settings and adjust as required.
