Updating from iOS 6.1 to 6.1.3 via iTunes but update Size is almost 1GB

I'm updating from iOS 6.1 to 6.1.3 via iTunes but update Size is almost 1GB and where as on many websites this update is mentioned around 18MB. Can anyone elaborate?

P.S. Right now I'm using iOS 6.1 and didn't update my phone to previous 6.1.2 but now updating to 6.1.3, does previous update will also be included if now I update to 6.1.3?

If you update iPhone 5 via iTunes, iTunes always downloads IPSW for the current version and then installs it on the iPhone. The firmware file is just above 1GB

When you Update using Settings>> General>>Software Update button, the download size is dependent on from where you start.

For example: Update download from iOS 6.1.2 to iOS 6.1.3 (Dot release) would be around 20 MB and from iOS 6 to 7 (Major release) could be around 900 MB.
