I would start with this. Reboot your iPad and power cycle your router.

Reboot the iPad by holding down on the sleep and home buttons at the same time for about 10-15 seconds until the Apple Logo appears - ignore the red slider if it appears on the screen - let go of the buttons. Let the iPad start up.

Unplug your router for about 30 seconds, then plug it back in.

See if that helps. If it doesn't help, you can always use iTunes to update the iPad. When you update with iTunes, it takes a good while longer because you are downloading the entire iOS all over again. When you update OTA, you are only downloading the incremental update.

If you don't use iTunes or do not have a computer, you can also try using another WiFi network, a friends house, another family member, a public WiFi hotspot.

If you do use iTunes, disable your antivirus software and turn off your firewall while you are updating.
