File name with special ASCII characters that I can't seem to be able to delete.

However, I can't seem to be able to rename the file either (as recommended by the help article) ! Any advice is greatly appreciated!

try listing the direcory (ls command) in terminal. then double-click to highlight and copy the filename as listed. then do a "mv <paste filename here> newfilename". if you just want to delete it, use the rm command.
