Why can't I back up notes to iCloud between mobile devices?

My newest mobile device an ipad mini with wifi and cellular will not receive backups to notes from iCloud. All other devices seem to work properly. Though my laptop too isn't seeing notes as they are made on my iPhone 4S. My other ipad 3 does.
