Reinstall the current OS X and use the Software Update to update Safari.

Unfortunately, the only way to recover Safari is by reinstalling Mac OS X. As you are using Snow Leopard, insert the Mac OS X DVD, hold the C key while your computer is starting and reinstall Mac OS X. After reinstalling, open  > Software Update, and install the latest Safari and Snow Leopard versions. You won't lose anything.
