my iphone is not giving me the option to turn wi fi off or on

I have Iphone 4s and I have restored my iphone software and backed it up, but it is still not giving me the option to turn wifi on or off. It is grayed out and says "Location accuracy is improved when Wi-Fi is turned on.
Any other suggestions to how I can get my wifi working ?
