I'm in South Africa and I can't send texts from my iPhone 5?

Im in SA, my phone contract is with three in th uk. International roaming etc is all switched on and I can recieve texts and make phone calls and receive phone calls but I can't send a text. I am not connected to the internet so this is not to do with imessage, just simply SMS.
