Did walmart cut iphone 5 prices ?? To 189.99 ??

I went into walmart today and I saw it for 189.99 with two year contract and also the 4 and 4s went down as well ??!!! But I checked with target and everywhere else it's still 199.99 but when I went to radio shack I saw it for 159.99 with contract ...what's going on ??
