When you tap Delete Account choose Keep on My iPhone at the prompt. Then sign in with a different ID to set up a new account, turn on your iCloud syncing and choose Merge to upload your data to the new account. (Deleting the account only deletes if from your device, not from iCloud. Your wife's device will not be effected by this.)

What is it you are trying to delete? An iCloud account? If so, it only deletes the account from your phone, not from iCloud. You can still sign into this account later and sync back your data. Also, when you delete the account you will get a prompt like the image below. If you choose Keep on My iPhone, your synced data (other than photo stream photos, notes and iWork documents) will stay on your phone.

Or, are you trying to delete something else?

Since you say that you want to delete your wife's account off your phone, that indicates that there is an iCloud account on your phone. When you go to Settings>iCloud, if you are signed into your wife's iCloud account, and if any of the data syncing settings are set to On, then your data is syncing with her account. When you say "have never used it before" you may mean that everythng is turned Off here.

If you then delete the account from your phone, you will get the prompt shown in my last post. If you respond to this prompt by tapping Keep on My iPhone, any data you may be syncing with her iCloud account will stay on your phone. If you choose Delete from My iPhone, any synced data will be deleted from your phone.

If it's stuck on verifying it's because she never responded to the verification email that Apple should have sent to the primary email address she used for the Apple ID she set it up with. She should check her inbox and spam/junk folder for this email and click on the Verify Now link to verify the account. If the email isn't there, she can go to https://appleid.apple.com, click Manage your Apple ID, sign in, click on Name, ID and Email addresses on the left, then to the right click Resend under her Primary Email Address to resend the verification email.

Or, you can just delete the account (which is a misnomer since until verified the account isn't really created).

Sure, especially if you have everything turned off in Settings>iCloud (which indicates you haven't synced any data to the account anyway). The only things which wouldn't be saved would be synced notes, iWork documents and photo stream photos. If you don't have notes turned to On in Settings>iCloud, aren't syncing any iWork documents and don't have photo stream turned on, that won't apply anyway.
