Empty progress bar on dock after installing apps

I'm on 10.8.3 and recently I noticed that when I install apps (from App Store or dragging .app directly into /Applications folder) the blue progress bar moves at half the speed as it should be and when installation is finished an empty progress bar remains. I can get rid of it by removing/adding back the Applications icon on Dock or by restarting. This only happens to the Applications folder but not others (like Downloads), whose progress bar behaves normally and disappears once it reaches 100%. Any one has the same problem?

To get to the .plist, hold down the option key while using the Finder "Go To Folder" command. Enter ~/Library/Preferences

If you prefer to make your user library permanently visible, use the Terminal command found below.

You might want to bookmark the command. I had to use it again after I installed 10.8.2. I have also been informed that if you drag the user library to Finder it will remain visible.
