i can't scroll anymore

You have VoiceOver turned on. To turn it off do the following:

1. 1. Press Home.
2. Tap Settings. Then double-tap Settings.
3. Tap General. Then double-tap General.
4. Use three fingers on the screen to scroll to Accessibility.
5. Tap Accessibility. Then double-tap Accessibility.
6. Tap VoiceOver. Then double-tap VoiceOver.
7. Tap "On" next to VoiceOver. Then double-tap "On" to turn it off.

So far, so good. I can't believe that this simple remedy solved the problem, but the testing I've done seems to indicate that it is so. Of course, the scrolling feature wasn't always inoperative at all times, for all sites, but the testing I've done makes me optimistic. Time will tell. Your tip also reminded me that I had VoiceOver, something I had completely forgotten. That's part of the problem: too many forgotten, unneeded, and unused apps just clogging up and sometimes interfering with the computer's operation. Thanks for the tip.

That helped, but it didn't completely solve the problem. I have found also found that this is helpful: Safari in menu bar>Preferences>Extensions>OFF.
