At this point Kool looks like the issue is in the backup, if resetting your settings and resetting the phone did not fix in order to fix we know we need to restore the iPhone as new, if you are using icloud you contacts, notes, mail, calendars, etc will come back with no issues, but apps will have to be redownloaded and music and movies and other items that you had syncing via itunes will need to be resynced. you can always try to wait till another update to see if that fixes it and just live with the issues for now, but it might not fix it still. i would restore the iPhone and follow my instructions as above and when you have you iPhone the way you like it make a new backup in case situations like this occur again in the future.
