How can I get the Siri app for my iPad3?
I just discovered that Siri is suppose to be included in the iPad3 apps but I don't have it on my iPad. I am using IOS 6.1.3.
Please tell me how to get this app for my iPAD.

Siri is not an app. You access it by holding the home button for a few seconds. If you don't have that, then you either have an iPad 2 which does not have Siri, or it got restricted in Settings > General > Restrictions.
Siri is installed on your device. You will need to go to settings>general>Siri and turn Siri on. Here is more basic information about Siri and the countries it is avail in, http://support.apple.com/kb/HT4992
Thank you for your responses however, I still have the problem:
1. I have an iPad3 with Retina Display
2. I am using IOS 6.1.3
3. Siri is not listed in the "General" section of my Settings menu
4. Restrictions are listed as "off" in the General section in my Settings menu
5. Nothing happens when I hold down the "Home" button

I don't think you do.
Go to Settings > General > About > Serial Number.
Then go to http://selfsolve.apple.com/agreementWarrantyDynamic.do and enter it.
Also you can just post your model here with out your serial and we can let you know which one you have.
