I dnt seem to have a rescue address. How do i add one?

I cant apdaye or purchase any apps as it keeps asking to answer the verification question but i cant remeber to answers. It doesnt not give methe option to reset the question, So I'm gathering its because i dnt hvae a rescue email. How to i set one??
