You have to set up your iCloud mail account on a mail application, like Microsoft Outlook or Mozilla Thunderbird, not on Outlook.com, a page which is only useful for @outlook.com addresses.

Open a mail application installed on your PC, and add a mail account using the information of this page > http://support.apple.com/kb/HT4864 (If you have Microsoft Outlook 2007 or 2010, iCloud Control Panel can do this automatically)
