Q: Circle with line through it at startup

Does anyone know what the circle with the line through it means?  I read that it probably means the hard drive is bad, but when I ran Disk Util on it, came back ok.  I transferred all the data to another drive and then reformatted it.  It won't let me reinstall the system software.  I'm assuming the only way is a new drive.  Anyone have any insight on this?
