Pressing 'Don't Allow' notifications doesn't work?

Whenever an app asks me to allow it send send my notifications, (with the little default pop-up) I always say No, but always, without fail the app is still shown in the notification centre and is still able to send me notifications. What's going on?

Pressing the 'don't allow' option when asked about notifications seems to have no effect at all?
