Why Apple force me to use additional security for my IPad?

I should follow security instructions including questionnaire and second e-mail, because otherwise further actions are blocked. I believe it should be my choice.

Is there any chance to avoid these endless checks and still be able to download Apps?

They are legal requirements to protect you from theft. It is not your choice.
