Q: Is a University from Slovakia allowed to create it´s own coures? If not, can we expect it will change in close future?

Hi, I am an employee at one of Slovak University. We are curious about a possibility to create our own course via iTunes U course manager. We have found some rumors about limitations, that not every country is allowed to create (not watch) their own courses. Is it true? Where can we find complete list of countries? Thank you
