I need to know how to download a specific backup from iCloud I just got new phone and while I was backing up from cloud battery was low so connected to computer and phone sync started which I think caused me to lose some of the phone info that seemed to be present when I first started my iCloud backup

If you want to restore to an iCloud backup this has to be done in the initial device setup process. If you have any newer data on your phone now that is not in the backup that you want to save you'll need to do that first. When you're done, go to Settings>General>Reset and tap Erase All Content and Settings. Then go through the setup screens on your phone and when given the option, choose Restore from iCloud Backup. Be sure it is connected to wifi and your charger as this will take some time to finish.
Also, the new phone will need to be running the same or higher version of iOS as the one that was backed up in order to restore the backup. If it isn't, you'll need to update it first.
