What are valid payment options for an Apple ID? My son wants an account but he does not have a credit card?

It depends on the country, but in most countries the valid payment methods are a credit card or a prepaid iTunes card or gift certificate. In the US PayPal is also an option. See:

You can also give him an allowance, which will be a monthly amount charged to your credit card in your own iTunes Store account.
