Ask the carrier to unlock it. Not all of them allow this.

You will need to contact the carrier it is locked to and see what their policy is and if you qualify.

Only the carrier the iPhone is locked to can unlock it. You need to contact your carrier and see what their policy is for unlocking, if you qualify and then begin the process with the carrier. Apple does not get involved in unlocking iPhones.
