Yes, use your Mac's browser, login to
Click Mail > Preferences (Gear icon, top right) > Vacation
You cannot set up a vacation auto reply from the iPad, but you can from the iCloud internet connection. (I don't believe you can do this through the iPad's Safari, but you can from your Mac.)
Go to http://www.icloud.com
Sign in using your Apple ID and password. Click Mail, then click the gear icon in the upper right. Choose "Rules ..." then click "Vacation" in the upper right and set up your rule.
That's just it... too bad you can't do this from an iPad. My question for Apple is, why not? I carry my iPad around with me - I should be able to change my settings from that device and not have to be tethered to my Mac desktop! Oh well. Maybe in an update!
Yes, you can access iCloud just not with the default Safari browser.
Try this in the app store iCabMobile Browser.
Folks - Atomic used to work until the icloud site got more fancy.
Icabmobile partially works. You can send emails from your default ID. Anything like 'Cancel', or getting the clever drop-downs to sign off- forget it.
Maybe someone else could try calendar.
The reason it's so hard to use iCloud from a browser on IOS LOOKS LIKE Apple want you to get your OWN iDevice, or use a PC.
Your only real option if you want to assist a friend who has iCloud but no device while travelling is to set them up under Mail, Contacts, Calendars, under Settings on your own iDevice. They're gonna love lodging their password in your device...

And re-read your post. Your experiment and information do not work.
Use the Photon Browser (free iPad app) which allows you to connect to Flash sites.
Go to iCloud.com.
Tap the Lightning bolt in the upper right of the Photon screen.
Sign in.
Tap mail.
Tap gear icon on lower left of mail window.
Tap "vacation".
