You purchase could not be completed

Hey guys, yesterday i created a US apple account and bought a US ITunes gift card, and successfully redeemed it, my problem is, when im buying coins in a certain game, sentence pop-out saying that "your purchase could not be completed" im having hard time to figure out what the solution in my problem. I also updated the tow verification system. Can you please help me? Thank you in advance.
