I recently bought an iPhone5 v. 6.1.3), but didn't transfer over my photos. Can I sync my old iPhone4 (v. 6.0, decommissioned, no internet access) in iTunes to get the photos, then re-sync my iPhone 5 to retrieve them without cusing any issues?

You can plug the old phone into your computer and extract the photos just as you would from any other digital camera. You can then sync the ones you want to your new phone using iTunes.
Sorry, I'm not sure I know how to get the photos off the old phone and into iTunes...
