you can try this operations but you will loose all the information and contents inside your iPad:
Be sure that your iPad is turned off
Disconnect all cables from you ipad but connect the cable to the PC or Mac and open iTunes
While you push the home button insert the cable but do not release the home button until you will see the iTunes logo.
Then iTunes show you a message saying that you need to restore your iPad.
Press the restore button.
Now you need to wait untill the process finish.

Try this - Reset the iPad by holding down on the Sleep and Home buttons at the same time for about 10-15 seconds until the Apple Logo appears - ignore the red slider - let go of the buttons. (This is equivalent to rebooting your computer.)

Thanks to everyone...
I've tried both suggestions posted. Things appear to being progressing then at the end of the "restore" process it says there was an error and now I have a blue screen.... now what?

Now you need to go an Apple Store, because seems that you need an hardware repair because the restore did not solved your problem
