I have windows 8 and it sees my iPad. So there can be issues, but it does work.

What iTunes do you have? and what OS does your devices have on them. If your iTunes is older and your iOS' newer that can be part of the issue.

Have you tried simple fixes, plug the iPad into different USB ports, see if that triggers the install. It sounds like your computer is lacking the proper drivers for your iPad.
