Problem in App purchase

Hi,

I have the problem about the App purchase as I have bought Longman Dictionary v.3.0.2 since 2010 (Order ID:M3NSMDGKVF). So, now I have bought new iPad mini but why I have to pay again (Order ID:M3NWXKWXX) ? Can I refund this ?
