I know how to. Go to the settings, then go to general, celler data , then the roaming thing just keep hiting it on and off and somehow it un greyed it for me but some why reason it has a low signal strength for it so u can only be so far away from the wifi source with out losing the signal and after it do not play with the wifi again or it will do it again then the roaming trick won't happen again

Go to reset within general & "reset Networks Settings", if this does not fix the problem back up the phone in itunes & do a full reset, then restore from back up in itunes. If this doesn't work, contact your provider/insurer as there's a hardware problem & the phone will need replacing.

Had the same problem last week, but needed the phone replacing.

I've gone through all of the steps of restoring, resetting and such. I took my 4s in and had it replaced. Worked as normal for less than two weeks. Now it's back to being grayed out with no option to connect to wifi. This time around the restore and reset steps haven't worked at all. This is really bumming me out because I'm used to utilizing and accessing a lot of data b/c I have an "unlimited" data plan...without wifi enabled, my phone carrier will begin to throttle my 4G service if I use too much data. Frustrated.

After many tries I ran out of ideas because every time I try to fix the wifi is not managed from any comments in this forum, is strange if apple company ask iphone user to fix wifi should be included in the refrigerator or use hairdryer. apple company must have better way than this.
