My Computer page doesn't recognize iPod. Device Manger doesn't have the Portable Devices icon either. What to do?

I have an iPod Touch 2nd Generation. I plug in my computer, it charges or makes the audio bip about being connected but it doesn't appear in My Computer page neither as a cam or any other portable device. I right clicked in My Computer to open Device Manager and there are not Portable Devices there to click or to uninstall. iTunes also doesn't work in my PC after I uninstalled and re-installed for FIVE TIMES. The page just appear without a miserable word, nor titles neither the way to control songs, playlist, nothing!. I'm trying to use my iPod at least as a mp3 player but the device doesn't appear in My Computer page also.

The computer is quite accessible Pentium Dual CPU E2200 @ 2.20GHz, 2.19GHz, 3.50 GB of RAM with Windows XP. I really need help, I don't understand why this is happening to me, I bought the iPod a year ago and just loaded 38 songs and didn't use so much. Now the batery is ok, I can hear it or use WiFi but I can't add no more songs, delete or open in my PC. Please help!!
