I Buy gem on Clash of Clans games. But when i click on buy the itunes stores say: "Your purchase could not be completed contact itunes store support to complete this transaction. Can you help me to fix it?

I have a chat with the advisor of Apple. They said, this problem about update information of Itunes account. And they said me have to wait at least 30 minutes before access to itunes stores account. But they don't show me how to fix it.
Funny thing is that I was buying gems on Kingdom Age for the big event and I had the exact same problem, on the exact same date.
