Turn off system tooltip?

Hi all,

I came into the office this morning to find this irritating, persistent system-wide tooltip in the bottom left of my screen. It continually steals focus when I try to scroll down the screen, and I do not like it.

I've been unable to find out what it's called. I tried going through the system processes, but with no luck. I tried looking through accessibility options and other settings, but no luck.

Can someone please help me nuke this thing?
