I just requested an unlock from AT&T and got an acknowledgement, but haven't actually gone through the restore process, and iphoneimei.info says my phone is unlocked.
It would appear, then, that using another SIM is the only sure-fire way to know if the unlock actually succeeded (that and the "congratulations" message, maybe).

Settings>General>Cellular>Cellular Data Network
would seem to be conclusive proof that a phone is unlocked (from AT&T at least), but this option did not appear while my AT&T sim card was still in the phone. So the iphoneimei.info site looks like the only resort if you don't yet have another sim card to put in.
Once the phone is unlocked, I did see that the option reappears, after swapping sim cards, without restarting the phone.

I just purchased an iPhone 4S to take overseas and use with a foreign SIM card. I purchased from someone who unlocked it at contract expiration, which seems to be the case because every website I've checked lists the phone as unlocked.
When I put a friend's Verizon SIM card into this phone (which I presume isn't a Verizon iPhone), I am not receiving any telephone signal (all calls just fail). Can someone just verify for sanity that a Verizon SIM will not work because it is CDMA while basically everyone else is on GSM? I probably need to find a T-Mobile or AT&T card to test this. Darn....

Oct 31, 2013 1:54 PM in response to rms171by sy1234,Yeah, if your unlocked phone is GSM, the only way to know for sure is with a T-mobile SIM (or some other lesser-known SIM -- like from outside the US). Verizon won't work because it's CDMA, and AT&T would work if the phone were still locked. I was lucky to find a friend with a T-mobile SIM to try.

It came up and said:

I know in one of the messages above if it says Sim Lock: Unlocked means your phone is unlocked I was looking to buy this used AT&T Iphone 4S to replace the Sprint Iphone 4S that I have that Sprint will not unlock for domestic use even though my contract is up.
This is the status on my Iphone 4s using: iphoneimei.info
Activated: Yes
Last Activated SIM: Sprint - United States US
Telephone Technical Support: Expired
Repairs & Service Coverage: Expired
Carrier: US Sprint

This information is correct. I decided to do it on the AT&T Iphone I want to buy and it says

Which site do I believe. My phone status for this site is:

The iPhoneIMEI.info looks like the more accurate site and several people in this forum use it.
What do you all say. Do you all think the AT&T Iphone 4S is unlocked. Just curious what does it mean on the iphoneIMEI.info site when it says:

Note that all of the information you have posted is directly from the specs for the phone. There is nothing in that ersatz report that could not be determined from the model number alone.

They can not keep update their database so that make some info is incorrect. But you can use their tool to check some helpful info before buy, sell or looking phone info. In my option i choose https://imeidata.net to check this info.
For check simlock, activation status, find my iphone, model, color, storage, carrier and for model, factory, manufacturer date, order code, country, sold to.
Furthermore, one good thing site can do is check replaced device, I was use it to check some iphone replaced by apple center then they change to new IMEI, new serial number, that site give both original and replaced serial number. It might help you.
