In item 7 of the "Restoring ..." section, is says "...then choose the iTunes Library file inside". I do not see this .itl file. Running iTunes 11.2 on Windows 7. The restore does not work. What am I doing wrong?

As it goes, I've been able to resolve this problem myself by doing more experiments. The solution was to "Reset" the iTunes Media Files location in Edit > Preferences > Advanced. Only then did File > Library > Organize Library > Consolidate files do what it had to do. Presto, a .itl file was generated for me.
What daft behaviour from iTunes.
