i want to delete my music in my itunes library to start fresh, because of various reasons. if i delete my music, will the music on my iphone stay, and will it be able to transfer to my library?

I will stay on your iPhone as long as you do not sync with your iTunes library.
You are intending to delete all music from your computer? Bit drastic!!
If it is your intention to transfer music from you iPhone you will need an app to do this. There are a number available to enable you to do this.
If you have previous purchases from iTunes Store, you will be able to redownload from iTunes.
