iCloud storage issue

Hi, I have read many discussions on clearing out iCloud space but it doesn't seem to be working. I have only 4 photos in my camera roll and that is the only app I have backing up (I have turned off all other apps in manage storage). Despite this my "next backup size" is still 3GB. Where is this large storage data coming from? I know there are settings, messages and other data iCloud backs up, but I thought that did not count against the free 5GB of storage. Help me understand why my backup size is so large. Again, I have gone to manage storage and turned off all apps except for camera roll which only have 4 photos (camera roll still says 440MB which I don't understand with only 4 photos as well).
